I believe that GZ has the right to not have his money go to educating inmates. I consider this money well spent and would contribute to a fund and not expect repayment. But I think that your idea has some merit as a compromise with the current system. I think that it would contribute to the overall message of taking responsibility for one's life.

Repayment enough would be if it keeps them out of trouble. They have showed their need in that they are in jail, for goodness sake.
