Of course the civil war was fought over "states' rights". The thing is, the only states' right that was held to be important was the right to hold slaves; the southerners didn't seem overly concerned about "states' rights" in the Fugitive Slave Act.

Norton sounds like a suitable heir to James Watt, and another shining example of "compassionate conservatism".
