Rights Panel Begins Inquiry Into Florida's Voting System

"The hearings began with testimony from voters, including Willie D. Whiting Jr., a black pastor from Tallahassee who said that when he tried to vote with his family, he was told his name had been purged from the rolls because he was a convicted felon.

"I have never spent a night in jail anywhere," Mr. Whiting said.

Only after threatening to retain a lawyer, Mr. Whiting testified, was he permitted to vote. He said that he left feeling abused by the system and embarrassed at having pollworkers and others assume he was a convict.

"It was like having a bad credit card at a restaurant," he said.

Roberta Tucker, a black woman from Tallahassee who works as a clerk in the state labor department, testified that she had been intimidated by a Florida Highway Patrol roadblock near her polling place. She said she was stopped and ordered to produce a driver's license before being permitted to proceed.
