Does that make you a "spook agency?"

I cannot independently verify any proof of NT4.0 C2 clearance.

Searching under www.google.com with search words
"nt secure edition compaq c2" revealed nothing about a
"Secure Edition" of NT4.0. At best I did find a scathing article at

infoworld.com

about Compaq doing a NT3.5 C2 demo. I'll leave it up to you to provide
evidence about NT4.0's security clearance.

and to uncle tony. We are using NTSE only in some cases where the customer wants to fork out the extra cost of this software. In other cases, we are achieving C2 security on NT4 by different means.
