very few collect on the rebate. so intc gets $400 and rarely gives back $70.

How is this bad for Intel?

The rebate isn't to consumers, it's to distributors. 100% of the buyers collect the rebate.

The rebate isn't to consumers, it's to distributors and OEMs, often in the form of 2 Rambus DIMMS (which cost more than $30 each, even to Intel). 100% of the buyers collect the rebate.
