michael: the govt would not allow flying up in the air but would all such as vehicle if it merely hovered a few inches above ground. a similar device could be created to operate on a cushion of air (perhaps by merely flipping the design upside-down). i do think it is more innovative as it can be carreid in a couple of bags, assembled quicklyu, and cost less than $2k.
