[I'm researching the MSM's - 5000, 5100, 5105 stuff]

... is it your impression that in the recent standardization of 1xEV-DO that the standard for 1xRTT has not yet moved up to 307 kbps - MSM5100 speed - and that is still in standards development and related to the 1xEV-DV development ... or what is your understanding of the 307 kbps which completes IS-2000 phase 1 on the 1xRTT side?

Correct you are. I closed IE and opened up Netscape so now everything looks as it should.
