I am curious why PALM works with HAND instead of suing them.

Sue them??? What on earth for? HAND is a legal licensee of PALM, they aren't doing anything wrong. The PALM party line is that they want lots of licencees to help spread the Palm Gospel.

Suing HAND and splitting software from hardware are very bad ideas. Very bad!

The long term goal is for Palm to get out of the hardware business or spin it off. That is several years out. They will wait until the hardware is a commodity and OS licensing generates a significant % of revenues (currently only 1%).
