I may have to side with Twister here. Whatever you think of Starr, it's hard to argue that he was particularly competent as Independent Counsel. I think you could look at the hiring as a preemptive political move to keep the MIcrosoft case alive in this post-Clinton era. (One could easily argue, "even if you despise the Clinton justice department, this Microsoft case has merit, even Ken Starr is on board...")
