Charles- As far I can tell you can't just download IIS like you can Explorer.
I believe you can install IIS from the NT 4.0 Server resource kit CD. Of course it's bundled with Win2000.

I don't know about the license but if making a change in my registry turns my
Workstation into Server I don't think it's a violation but an issue that Microsoft
should correct.
