Yes, Les took the fall. And you are also right in that, such a decision is not made, without counsulting the POTUS. A loyal soldier Les was.

at pbs.org (Frontline stuff), there is an explaination; The reason was because we did not want project adding military when we were supposed to be pulling out. Not a very good decision making process imo, since it does not place priority on the men who are deployed.

I dont think that fully explains it either BTW.
