4/99.. Hays said in early '99 that most stocks had peaked, and even though that fact was being masked by the New Era speculative darlings, we were in a bear market for a couple of years. He said it would somewhat imitate the Japanese market top of ten years ago. I believe he was proven correct. (If you didn't own some of the darlings in '99 and early '00, you were probably losing money in the markets) He's looking for a couple/few months bounce here, and then back down again the rest of the year for the third and final capitulation stage of the bear market.
