some can, some can't be manipulated. NH/NL is for instance manipulated by shoving stocks that have a permanent home on the NL list onto the otc BB. sometimes i get the feeling that certain indicators have begun to suffer from the 'watched pot' syndrome. it's therefore good to sometimes look at stuff that is not widely watched.
in the course of history the importance of certain t/a (and economic) indicators has waxed and waned...and usually stuff that has been important in one decade, becomes irrelevant in the next. (e.g. money supply data...used to be awaited with bated breath every week in the early '80's for hints of future Fed policy. now that money supply has gone absolutely bonkers without adverse effects (as of yet, that is), nobody's looking anymore).
