Analysts are almost always lagging indicators. In fact, I would think that the technical analysts could do a great job of predicting current analyst positions. If the stock has gone up a bunch, the analysts will all be "buys," if there's been a recent crash then the analysts will all be "hold/sells."

Occasionally you will see a "downgrade on valuation." However, the analysts who do this then have to endure the flak from the bulletin boards, the company and (most importantly) from their investment banking colleagues.
