The second part is that cold air gets warmed by radiant heat which contains no moisture.

But where's the moisture go? The relative humidity would go down because the cold air expands due to the radiant heat and warm air can hold more moisture than cold, but the absolute humidity would be the same. No? I think you just need to add a humidifier to keep the relative humidity up. I don't see how outside combustion air would change anything except as I mentioned.
