the first definition is the one i'm using. telco infrastructure is however part of it...it all belongs together.

BUT...like you say, these days it seems like telecommunications is EVERYTHING...

I think everyone is hot on telecommunications infrastructure because not even the experts can agree on what's the next New Thing. So when people try to hype the telcomm equivalent of snake oil, who knows? Roads, railroads, airports, these are easy to understand.
