Ian,

INTC's action will force the other chipmakers to make similar investments or choose to go out of business.

The beauty and boldness of Intel's move is that many other chip companies can't afford to build new plants at this time. Earnings are down and stock prices are too low for equity offerings. Intel has over $10 billion of cash on its books and can afford to expand. I don't think that this will be the beginning of a spending spree.

Ian, you should expect this year capex to include some capex acquisitions as well, I am guessing that the Xircom acquisition will bring in about $100 MM to the "Cap-ex" category, I am not sure if the $7.5 they cited includes acquired capex as well as acquired new equipment and plants.
