JD, I agree, One sentence is needed. "In a national election if a candidate requests a manual recount that candidate will have to put up 100 million dollars that is not refundable and then the Secretary of State will then flip a coin 25 times and if the candidate calls the flip correctly 13 out of 25 times the Secretary of State will tell the candidate that no stupid manual recounts are allowed and if the candidate miscalls a flip and for each miscall of a coin flip the candidate will be required to put up an additional 15 million dollars that is non refundable to continue the coin flip process so that the candidate can be informed officially that he is one stupid dude and the candidate will be installed Sore Losers hall of fame and the candidate will be certified as a complete trinity of dumb dumber and dumbest and the candidate will be given a box of cracker jacks as the official SORE LOSER'S concilation prize.
