Yes, I was assuming inflation zero for example... my point is that if the economy is indeed more efficient it will show up in ouput per worker, the government then tacks on additions to output based on god knows what...

Your argument then was that they tack this on because of improvements in the product... but you see true productivity increases come when these 'improvements' help increase output per manhour. Why would you assume a car with more features increases productivity?? Or a faster computer increase productivity based on it's speed?

Example: I worked on the trading desk of an IBANK, we upgraded all our systems to something 5X faster... but our profit that year was flat with the year before. The government, however, assumed that we were much more efficient.
