That was indeed written by Mark Twain, at a time when American soldiers were in the process of killing several hundred thousand (some say as many as two million) Filipinos who didn't want to be the property of the U.S. Twain had a good deal to say about this; if you want to see more of it, look here:

The whole incident has been pretty much written out of US history, which is perhaps unfortunate, as there are many parallels to later American experiences in Asia. One American officer, after several years of resistance, claimed that the fighting would have long since been over "if not for the bleeding hearts and hand-wringers back home", which sounds oddly like something that might have come from the Westmoreland set, some seventy years later.

It's not a subject you want to get me started on.
