MB, i guess that's exactly what is happening. and unfortunately the resources needed to implement the needed investments have largely been squandered.

that'd be state specific <g> seriously, there has been a lot of investment in this state and others in power gen -- nitwits may have crowded it out in other places besides CA, but not generally -- a big problem is that NG fired gen has been preferred indirectly (and sometimes directly) by regulators at the state and federal level vs. baseload plants and transmission investment was made almost wholly unnatractive -- though badly needed.

It is ironic -- the promise of cheaper electricity through the coming deregulation (i.e. that perspective from the past 5 years) has actually resulted in gross missallocation of resources which has increased prices substantially -- even for those most in need of rate relief ...
