Of course labor and the lot represent the highest cost percentage but in terms of materials the highest percentage is in the materials used to finish the house. Hardwood floors cost more than carpeting but good carpeting can actually cost more than the materials use to frame the house. Then there is cabinets, fixtures, etc. The completed house includes so many different materials from so many different industries that require significant units of labor is what gives the building permit statistics credibility in economic forecasting. Not to mention they are not as easy to manipulate fro the oval office.
