Yes, that is a risk. But it is a 2 edged sword - the proliferation of bluetooth will encourage the proliferation of devices using flash. It will b more economical for people with a PDA, a camera, an MP3 player and a multitude of other devices to have one or two flash cards that go in all devices, than to expect the manufacturers to add the cost of high capacity embedded flash into every device.
