Yes, that indeed is the intent of the law. But any way you slice it, it does confer special rights on gay couples (and singles) that straight people don't have.

As far as discrimination goes, we live in a world which discriminates on everyday matters that go well beyond hiring and housing. We discriminate against fat people, dumb people, short people, ugly people, poor people, old people, teenagers, bald people, etc. There is something inherently unfair about a system which permits this kind of discrimination but outlaws discrimination against someone based on who they have sex with.
