1) AMD, Cyrix, and IDT don't have any SMP platforms that even remotely compare to Xeon.

2) If Intel was forced to sell Xeon at 2% over cost, AMD would not be motivated at all to release SMP Athlon, and Intel would not be motivated to support Xeon at all. You can kiss competition and innovation goodbye in this case.
