The problem is complex and won't be solved on this thread.There is alot of money being made by the producers of power and there are law suits being filed claiming unfair price manipulation. We'll see how it all plays out.

Perhaps California will have to leave the Union!!!LOL

One of the problems is that most Californians believe that they can have clean environment, everybody's rights, nice house and SUV all at the same time.
