Look for Gov. Davis to call a state of emergency. Recall that during the LA earthquake in 1993, a state of emergency was called. This allowed for the suspension of the normal bidding process for construction projects. A major freeway was rebuilt in 3 months by direct award and early completion incentives.
With their backs to the walls, California politicians will need to enact similar measures to speed construction of new power generation facilities.
