I guess that makes a nice story, but, almost as always, the simpler answer is far more accurate.

Los Angeles started to build a mass transit system. The cost of this system was far in excess of what anyone estimated. Public pressure stopped the efforts.

I am not too familiar with the auto manufacturer lobbying effort, but I am rather familiar with the oil producer pressure. And while I am in particular disagreement often with the powers that be in that industry, in this case, I think you are way, way off base.
