The answer is very simple, like GV said. People, especially Californians, love to drive their cars. They don't even like to carpool. Only high gas prices would curtail this or some other penalties.

Oh yeah, and GM killed the streetcar. I wonder if the oil and auto industries are behind the Kennedy assassination.
