If a hand recount has not changed the outcome of the election - and it has not - then the uncounted ballots did not matter and in almost all elections do not matter. Does Kathleen Harris have any legal obligation to give counties money for voter education? Shouldn't children learn how to vote in school? I know I did. The major emphasis was on how to vote properly. And if someone is incapable of voting properly do they really have the capacity to make a reasonable decision?
