Fertilizer production can relocate, as you say, but it will take time - years.

Asia, Western Europe, NA, SA are all net importers of N fertilizers. While the gulf states are massive exporters, virtually of this is consumed within Asia, in India, for example.

NA produces 15million tonns of N fertilizer, consumes around 13.

The only areas that export are;
FSU 6million net export
Eastern Europe 2million net
(production is 2.5million tones lower now than in 1989)

The lack of NA production leaves a the world in a nitrogen defecit. The only solution is higher, much higher fertilizer prices.
