Basically they are pulling up the ladder and saying go somewhere else. If you own there now you're ok, except that with property values soaring your taxes will soar.. If you want to move there costs are prohibitive and will get more so. It's really quite territorial in an ecological sense.

Likely some developers will take it all to court in the name of their constitutional right to build.
If I was you I would not wish for a Silicon Valley relocation although the front range has already seen a massive influx of Californians and I suspect there is some backlash already. In the end, few are really better off...
