At current usage, that's about 2 weeks cost. It "bails out" nothing, they're already in default and their paper is junk. It would cost 10 billion plus just to make up what they already owe to the producers at this point...to say nothing of future "imported" electricity costs. Untill they negotiate long term contracts with the producers (and their still miles apart in contract length and price) they've accomplished squat.
