Ballots are handled only by state officials -- the auditors must look at them from a distance. And not looking at them at all (the core of Bush's post election strategy) is clearly less reliable, handling notwithstanding.

Hey, whatever - Gore won nationally by a half-million votes - Bush won by one vote at the USSC. I am satisfied with that result in terms of who got a mandate and who didn't.
