" The "deregulation" scheme was initiated by Republican politicians who wanted the free market to control. Of course the Dems did their part to screw up the scheme too but they did not control the legislature at the time and could not alone stop the plan. "Degulation" received the approval of a Republican governor. So if California had rid itself of those nasty Republicans a little sooner we would not have an electric power crisis
