That is a strange coincidence.

The same thing happened to me when I was 12. Only I was walking with my best friend (female) at the time. We both turned and ran when we realized what we were looking at.

I'm not sure; probably not.

I wish they could do psychological testing- I would be more comfortable with that. However that is invasive of someone's rights.
That sounds like a good solution. And it may be invasive, but the interests of the children and society would justify it in this case.
