I don't know.

I remember when I was a child that my friend who stayed with her Grandparents who lived next door was terribly abused by her biological mother.

She nearly fractured her skull once, washing her hair in the sink and banging it against the enamel sink HARD because she was crying.

The grandparents tried to get physical custody, but the courts denied them.

It doesn't take a lot of strength to cause permanent damage a small child.

X, it doesn't take a lot of strength to seriously hurt a small child. Now if you are dealing with abuse of adults there is some truth here. I've seen articles stateing that women abuse men about as often as men abuse women. However typically men can hit harder then women. (women make up for this though by being more likely to use weapons in domestic abuse situtations, the guys probably don't think they need the weapon).
