You gonna dig up the parking lot and tap in an approved manner, supply the necessary converter, provide the housing for it and the cable with the connector on it? Interesting. A gasoline powered auto is about 5 % efficiency. I believe that this number is not correct, too low. I'll check while you provide your source if you like.
