For a while I was the director of a preschool program for "dependent and neglected" children. These children had all been traumatized and were very, very difficult children to manage and teach. I tried to have at least one adult for every two children, and one to one would have been ideal for these neglected 3 to 5 year olds. The only way I could do this was to use volunteers, who were recruited from churches, mostly (the school was in a Catholic home), and some of them were retired women, some were just women with good hearts whose young children were in school but who hadn't gone back to work yet. One was trying unsuccessfully to get pregnant, and had been advised by her doctor that hanging around children might be helpful. They were great.
