You assume that all regimes are motivated by altruistic motives towards their populations, and would not risk total annihilation in the face of impending collapse. The Kims of Korea are not known for their mental stability...

As to no threat, I would argue any nation with the capability of planting a nuclear-tipped ICBM on the continental US is most definately a threat. With the possibility of ICBMs in the hands of a regime not motivated by rational ends, such as religious fanaticism, things get very scary. An individual who believes he will go straight to paradise if he blows himself up in a car bomb will not think twice about sacrificing entire nations to the glory of Allah by popping the big A on Mannhatten. An individual who has nothing to lose, in the face of the impending collapse of his regime, has nothing to lose by throwing the switch. We live in comfy isolation, conveniently out of touch with madness. It is naive to believe there is not such evil in the world that would commit his entire people to suicide.
