PCS< (I wouldn't doubt if they employ some tricky software that "disconnects" the local "low cost user" from the network if capacity is needed by a "high dollar paying roamer from Brasil, only makes sense to me")

In one of the infra vendor's bag of tricks, there is a GSM feature called Efficient Priority Handling. When activated the operator may assign differing priority levels to subs, depending on income or whether they are on the Visitor Location Register or a number of other criterions. In practice, operators in egalitarian Europe don't really like "you get what you pay for" service. Anyway, its not very nice to kick off a pauper off his voice channel to the benefit of a deep pocketed foreigners. Wouldn't surprise me though if it were implemented elsewhere than in western europe.
