zeuspaul, The new Bush Administration might also slap a Western States Coordinating Council (WSCC)/Western Interconnection Organization (WIO) areawide price cap on wholesale electricity prices until things sort out in a year or two, too.....

My point is that I dont have much faith in the masses conserving because it is the "in" thing to do. Pain needs to be felt from the first KWHR through the last.

There are many aspects to the shortage where the government has failed to provide leadership. In CA you are feeling three aspects of energy mismanagement at least that could have been alleviated with better leadership:

In State power generation capacity,

Transmission capacity of NG to CA,

In State production of O&G,

Nationally Clinton failed protect the patch during the destructive downturn in 98 + 99. The possible consequences of the damage to this vital sector could have reasonably been predicted.

Similar to the NG production problem that could have been anticipated 18 months ago, The nation's electric transmission grid, refinery capacity, pipeline capacity, etc.

Hopefully the nation's individual States can stop heaping scorn on deserving California long enough to take appropriate action to prevent similar problems in their own States.
