Eric, Conway's "I want the people who have delivered successful roaming services today, to deliver smart phones with services that people can use seamlessly" is not quite the cooperative attitude and action I had in mind.

Although Perry LaForge has been equally obnoxious, I prefer his statement to Conway's: "The CDG is particularly excited to lead the global wireless community with this innovative interoperability solution. It is important that global wireless industry players continue to work together in order to facilitate global wireless communications."
qualcomm.com

The CDMA/GSM SIM introduced in that link, along with the MSM 5200 to be sampled later this year lead me to believe there will be full enough interoperability to allow global roaming among 2G and 3G GSM/CDMA systems. The GSMA seems intent on denying that probability, and it would seem that the stock market analysts as well as some operators believe them.

Although "the Onus is on CDG and QUALCOMM to be interoperable with UMTS UTRA (and that means interoperable with GSM/GPRS), not the other way around" there are reasonable limits defined by costs and usefulness to consumers. The GPRS rollout is probably a hindrance to the goal of a global 3G system. There should have been no need for compatibility with a 2.5G GSM system immediately preceding the inevitable 3G CDMA system. Future chipsets should not have to carry the whole GSMA obstacle course.
