Floyd, Just my educated guess, it would be price caps in the $150-200 MWh range- so not too tight, but it would cut off the super high prices to the California market and still accommodate NG prices for both producers and generators....

Inplementing them all over the western interconnect would then protect California from other states slightly beating their prices and "raiding" power....

Well guys, gals, it is a crystal clear night out here- I'm going outside to see if I can spot the Andromeda Galaxy- the farthest object still visible to the naked eye (23mm light years from Mother Earth)....
