for this particular type of case, what more needs to be reviewed?

No matter where we draw the line between "to be reviewed" and "not to be reviewed", there will be cases clearly on one side or the other, and there will be borderline cases where somebody has to make a tough and dangerous call.

I've heard it said of this issue that "it's not about them, it's about us". I can see the point in this, and I think it good that we not forget what we are doing in these cases: we are allowing the state to kill someone. That is serious business any way you slice it, and I don't see any way we can maintain a pretense of moral high ground if we abandon the responsibility that such a decision imposes.
