Of course they were chosen because they were the most heavily Gore precincts. They were chosen for no other reason. In fact, that AlGore failed to pick up more in those areas was the reason the local Dems knew the Gore effort was futile in Dade and that's why they voted against going forward.

They said they went in order by precinct and they stopped because they were out of time. (Personally, I think the fact that there was a mob yelling & banging at their door might have had something to do with it too).

When they quit, the Republicans rejoiced and the Democrats were livid. Hardly what you'd expect if they realized it was a "futile" effort. The Republicans certainly acted like they thought the recount would cost them the election if allowed to go forward.
