Intel specifically states in their roadmaps that 130nm P4 heralds the release of chips above 2GHz. 180nm 2.00GHz P4s are on the roadmap. Or at least were, last I checked.

Now it's possible that binsplits will be low for that speed grade until 130nm appears, but that's another story entirely.
