My other point since it might be a while is the drug thing. Legalization would be a nitemare (IMHO) and would take years to implement.

Blanket legalization would probably not be very practical, but there are intermediate steps that would be. Legalizing marijuana and its derivatives would allow a huge chunk of enforcement money to be diverted to larger problems, keep people out of jail that are no threat to anyone in any event, and keep those who use these drugs out of the criminal loop that draws them toward harder drugs. Decriminalizing simple possession of harder drugs (particularly for first-time violators), and emphasizing rehabilitation and vocational training over incarceration (it wouldn't cost any more) would probably help as well.

It is by no means an all-or-nothing choice.
