OTOH, this could create the potential for investment corruption within Congress (gov't deals favoring their investments).

More likely, it would be another type of investment "corruption" - investing in politically correct causes, rather than investments that can generate the highest return (risk adjusted). Another danger I see is a blackmail of the corporation, where the government will say: You do A, B and C, or you are off the list of "approved" companies where the government will invest.

I think there will have to be a "firewall" between investment managers and Congress / administration to prevent this.
