I was just rephrasing your assessment in terms of economics. The interstate highway system allowed access to a better lifestyle (land, housing, less crowding) while mitigating the cost of transportation. Naturally, those with the economic means took advantage of this, by assessing higher values to these living opportunities.

Of course, you could reverse this, by making it more costly (or painful) to live outside the city. But this seems somehow like an improper approach for government to tak. Given the current proven political power of the suburban population in the United States, it is also entirely unlikely to occur.
